The one number that has refused to move
Ukrainian households pay UAH 7.96 per cubic metre including VAT for gas on the Naftogaz "Fixed" tariff plan, and that figure is guaranteed until 30 April 2027. Naftogaz serves roughly 98% of households, more than 12 million consumers, so for most of the country the commodity line of the winter bill is already written in advance.
What is not fixed is the second line. Distribution is paid to the local operator at tariffs ranging from about UAH 0.38 to UAH 2.95 per cubic metre depending on the region. Competing suppliers sell annual plans at UAH 7.96–9.99 and monthly plans reaching UAH 26.99, which makes supplier choice the main variable left.
Supplier prices as of 17 October 2026
Minfin's tariff index, read on 17 October 2026, lists the following prices effective from 1 October. Kyiv Post confirmed on 28 September that Naftogaz kept its October price at the September level, at least until 30 April 2027; the Fixed plan can end earlier only if the customer switches to another plan voluntarily.
| Supplier | Annual plan, UAH/m³ | Monthly plan, UAH/m³ |
|---|---|---|
| Naftogaz of Ukraine (all regions) | 7.96 | — |
| Ternopiloblgaz Zbut | 7.96 | — |
| Prykarpatenergotreid (Ivano-Frankivsk) | 7.98 | — |
| Halnaftogaz (Kyiv) | 7.99 | — |
| Lvivenergozbut | 8.20 | 23.80 |
| Kyiv and Dnipro Energy Services (YASNO) | 8.46 | 8.46 |
| Askania Energy (Kyiv) | 9.95 | 15.50 |
| Retail Service (SvitloGaz, Kyiv) | 9.99 | 26.99 |
The spread inside this table is the whole story of the retail market. Between Naftogaz at UAH 7.96 and Retail Service's monthly plan at UAH 26.99 lies a difference of more than three times for an identical molecule of gas delivered through the same pipe.
How the distribution line is built
The regulator NEURC approves a distribution tariff for each operator. Most regions are served by regional branches of Gasmerezhi, while several cities keep their own operators, such as Kyivgaz or Odesagaz. Tariffs from 1 October 2026 in UAH per cubic metre with VAT, according to Minfin: Kyivgaz 0.384; Gasmerezhi Kharkiv city branch 0.516; Odesagaz 1.308; Gasmerezhi Kyiv branch for Kyiv region 1.788.
The upper half of the range is heavier: Gasmerezhi Lviv branch 2.028, Poltavagaz 2.112, Gasmerezhi Kharkiv regional branch 2.388, and Gaspostachservis in Vinnytsia region 2.952. The payment does not follow monthly burn. It equals one-twelfth of annual contracted capacity times the tariff, with capacity derived from actual household consumption over the previous gas year, October to September.
In early 2026 the delivery charge was recalculated on consumption from October 2024 to September 2025, while the tariffs themselves did not rise. A household that cut its usage this year will therefore see relief only after the next recalculation, not immediately.
Three household profiles, three bills
For a Naftogaz customer averaging 50, 100 or 200 cubic metres a month — annual capacities of 600, 1,200 and 2,400 cubic metres — the gas line alone comes to UAH 398.00, UAH 796.00 and UAH 1,592.00. Delivery via Kyivgaz at 0.384 adds UAH 19.20, UAH 38.40 and UAH 76.80 respectively, the lightest case in the country.
In Kyiv region at 1.788 the same households pay UAH 89.40, UAH 178.80 and UAH 357.60 for delivery, producing totals of UAH 487.40, UAH 974.80 and UAH 1,949.60. In Kharkiv region at 2.388 delivery rises to UAH 119.40, UAH 238.80 and UAH 477.60. In a cold month the gas line jumps while delivery stays flat; a house burning 1,500 cubic metres over the season pays about UAH 11,940 for gas alone, and a cooking-only flat at roughly 10 cubic metres a month pays around UAH 80.
Where UAH 7.96 came from
The figure is a pre-war price. Ekonomichna Pravda reported in June 2021 that Naftogaz introduced an annual plan at UAH 7.96 with VAT, excluding delivery, for 1 May 2021 – 30 April 2022. After the full-scale invasion the company held the pre-war level and has extended it each spring since.
Fakty recorded the April 2023 extension to 1 May 2024, justified by martial law, and in October 2025 noted the PSO extension to 31 March 2026 alongside rival annual plans of UAH 7.79–9.99. Novyny.LIVE reported the April 2026 extension running from 1 May 2026 to 30 April 2027, and in September 2026 listed monthly plans at UAH 8.46–26.99 against annual plans of UAH 7.96–9.99. Forbes Ukraine covered the Cabinet's 28 September 2026 decision extending the gas PSO to 31 March 2027. Over twelve months the Naftogaz price never moved; only smaller suppliers and recalculated capacity changed.
The pressures pointing beyond April 2027
No source publishes a numeric forecast for the household price. What exists are deadlines. Naftogaz, via Novyny.LIVE on 28 April 2026, guaranteed UAH 7.96 at least until 30 April 2027. The same outlet noted that household tariffs cannot be raised during martial law and for six months after it ends. The Cabinet's PSO includes UAH 7,420 per 1,000 cubic metres for heat producers serving households, running to 31 March 2027.
The IMF, via Finance.ua on 18 August 2026, proposed gradual increases in household gas and electricity tariffs as early as 2027 once targeted social protection is in place, with the deadline for a tariff plan shifted to the end of October. UNIAN reported on 16 October 2026 that the Ukrainian Energy Exchange held its first export auction since 2022, clearing at €69–69.03 per MWh, about 89% above domestic prices.
In analyst Ruslan Averin's view, the household price sits behind two independent locks — the Naftogaz plan to 30 April 2027 and the legal ban extending six months past martial law — and the IMF tariff plan is the first document capable of mapping a path once both release.
Practical steps before the cold sets in
Households should verify in their personal account that the Fixed plan is actually applied; new Naftogaz customers select it inside the connection application. The capacity figure on the delivery line deserves a second look, since it reflects last year's volumes. Comparing offers matters: the gap between one supplier's annual and monthly plan reaches UAH 17 per cubic metre, as at Retail Service.
Subsidy applications filed between 1 October and 30 November are paid from the start of the heating period. The Pension Fund recalculates housing subsidies automatically for current recipients and for families whose summer subsidy was UAH 0.00, covering 16 October to 15 April inclusive under Cabinet resolution No. 848 and using household income for the first and second quarters of 2026, Dengi.ua reported. On supply, Naftogaz reported about 16 bcm in underground storage in mid-October, the largest volume since 2020 and comfortably above the government minimum of 13.2 bcm.
