The Seasonal Spike Migrated West
For every September since the full-scale invasion, Kyiv landlords have repriced by 10 to 20% inside three weeks. In 2026 the pattern broke. The premium that students, returning families and pre-heating-season movers normally pay in the capital showed up 600 kilometres to the west instead. LUN put the western surge at 33% year on year in dollar terms, explicitly linking it to the September shelling of Kyiv.
Uzhhorod is now the costliest one-room market in Ukraine at UAH 29,100, some 75% above Kyiv, with 43% fewer listings than a year ago. Lviv moved from roughly UAH 20,000 in the spring to UAH 26,300, and Ivano-Frankivsk from UAH 18,000 to UAH 21,500. Vinnytsia added 34%, Zaporizhzhia 27% and Odesa 15% over twelve months.
Kyiv Prices Went the Other Way
On 10 September the LUN median for a one-room flat in the capital was UAH 18,000, down 2.7% on the month and 0.5% on the year. Two-room flats lost 3.7% to reach UAH 26,000, which is 3.8% below September 2025. Three-room units slid 5.0% on the month to UAH 44,200, yet remain 2.2% higher than a year ago.
The earlier 1 September snapshot showed UAH 19,000, or $420, a decline of 12% in dollar terms from September 2025, when the median touched UAH 20,000. DIM.RIA, which averages in dollars, counted 11,150 active long-term listings in Kyiv on 16 September at $1,200 per flat and $16 per square metre. Of 96 micro-districts, 38 fell, 40 held flat and 18 rose.
A City Split Down the Dnipro
Dispersion inside Kyiv is extreme. Pechersk asks UAH 38,100 for one room, Holosiivskyi UAH 24,000, Shevchenkivskyi UAH 23,000 and Podil UAH 22,000. The mid-market runs from Solomianskyi at UAH 17,700 through Darnytsia and Obolon at UAH 16,000 to Sviatoshyn at UAH 15,000. Left-bank dormitory districts anchor the bottom: Dniprovskyi at UAH 13,000 and Desnianskyi at UAH 10,000.
Annual losses concentrate there as well. Dniprovskyi is down 17% for one-room units and 19% for two-room, while Shevchenkivskyi and Darnytskyi each lost 11%. On OLX, one-room rental supply rose 6% year on year even as one-room sale listings fell 18%; owners, the portal says, "increasingly choose stable rental income over a discounted sale".
Security, Not Seasonality, Set the Price
Svitlana Roshchina, head of the Kyiv branch of the realtors' association, told Glavcom on 10 September that "the usual autumn surge in demand is absent this year; demand exists, but without the rush that always comes at the start of the academic year". The calendar explains why. On 1 September a combined ballistic, cruise-missile and drone attack killed eight people in Holosiivskyi and Darnytsia.
On 8 September, 32 cruise missiles and 166 drones killed five and injured 35, striking residential blocks in five districts. On 9 September a nine-storey building in Dniprovskyi and a 24-storey block in Darnytskyi were hit. Tenants now avoid Lukianivka and DVRZ, and central apartments that once commanded $3,000 a month are offered at $1,000.
Demand did not vanish. Students enrolled in normal numbers: 222,342 bachelor entrants and 72,489 master's entrants nationally, including 7,835 undergraduates at Shevchenko University and 8,148 at KPI. The 432,900 displaced people registered in Kyiv, a figure up 160% since 2022, remain. What shifted is where the marginal tenant signs a contract.

DIM.RIA recorded Odesa one-room units at UAH 15,300 in August, up 11%, with Arkadia at UAH 26,100. A Zaporizhzhia agent lets one-room flats from UAH 5,000 and calls the city's absorption capacity "a glove that keeps stretching". Kharkiv's LUN reading of UAH 15,000 conflicts with a June figure of UAH 9,000 and an OLX median of UAH 7,000, so it warrants caution.
Yield, Tax and the Cost of Compliance
A median Kyiv one-room flat costs $68,500 per LUN, up 5% in a year; OLX shows $72,000 and DIM.RIA averages $89,500, so the series cannot be mixed. At UAH 18,000 a month, roughly $4,800 annually at 45 UAH per dollar, the LUN pair yields 7.0% gross, or 7.4% against the $420 September figure. Practitioners quote 4–6% net and payback of 10 to 14 years.
The National Bank calls price-to-rent and price-to-income ratios "historically low", a polite description of prices lagging rents since 2022. Individual landlords face 18% income tax plus a 5% military levy, declaring by 1 May and paying by 1 August. Group 3 sole traders pay 5% single tax plus a 1% military levy and a monthly social contribution of UAH 1,902.34.
Bill 15111-д would cut the 18% rate to 5% on declared rental income; it passed second reading on 9 June 2026, with signature and start date unconfirmed. Contract registration through Diia has been available since June 2026, free and taking about 15 minutes, with fines of UAH 1,700 to UAH 3,400 for individuals. Roughly 900 individuals declared rental income last year against some 56,000 simplified-system sole traders.
Buying Versus Renting, and What Moved Least
At UAH 3.08 million, with 20% down and a 7% єОселя loan over twenty years, the monthly payment is about UAH 19,150 against UAH 18,000 in rent. A June 2026 comparison found renting cheaper in Kyiv by UAH 2,300 monthly, while buying was cheaper in Uzhhorod, where rent of UAH 21,944 exceeded a payment of UAH 15,700, and also in Lviv, Ivano-Frankivsk and Lutsk. Kyiv and its region still take 56% of programme loans.
Numbeo's September benchmarks for a one-bedroom outside the centre are PLN 3,646 in Warsaw, PLN 2,897 in Krakow, EUR 995 in Berlin, CZK 20,931 in Prague and RON 2,146 in Bucharest, against UAH 15,962 in Kyiv, which Numbeo calls 49.6% cheaper than Warsaw. Uzhhorod at UAH 29,100, about $650, now approaches Krakow.
Analyst Ruslan Averin notes three points for the coming quarter: capital rents are flat in hryvnia and falling in dollars for a second year, capping the case near 7% gross and about 5% net; buildings with autonomous heating, generators or solar let 20–30% faster at premiums up to 30%, a spread that widened in the blackout winter of 2025–26 and matters again from October; and western cities now offer the arithmetic Kyiv offered in 2023. Electricity stays at UAH 4.32 per kWh until 31 October 2026, with UAH 2.64 for electrically heated homes from 1 October, while Prykhystok pays UAH 450 monthly per hosted person and displaced tenants receive UAH 2,000 per adult or a subsidy where rent exceeds 20% of income.
