Ukraine's currency market opened the final quarter of 2026 with a record on the board and a remarkably tight consensus ahead. On 14 October 2026 the official rate touched UAH 45.0802, the weakest reading for the hryvnia ever published by the National Bank. Yet the forecasts for the next fourteen months imply no break with the pattern of the last year.
What the official numbers say on 17 October
The NBU fixed UAH 44.8871 per dollar for 16–18 October 2026 and UAH 44.8625 for Monday 19 October — a step back from the record set three days earlier. Over twelve months the dollar gained 7.8%, up from UAH 41.6358 on 17 October 2025. Since the start of 2026 the gain is 5.9%.
Banks sell cash dollars roughly 30 kopecks above the official rate, with an average buy and sell pair of UAH 44.70 and UAH 45.19. The cash market quotes UAH 45.00 and UAH 45.15, a spread of about 15 kopecks against the banks' 49. The official rate closed 2025 at UAH 42.3878, and the average for 2026 so far works out at UAH 44.12.
Twelve months of slow, managed drift
The monthly path explains why forecasters are relaxed about the record. From October 2025 the dollar climbed in every month through June 2026: +0.53% in November, +0.46% in December, +1.09% in January, +0.84% in February, +1.36% in March, +0.65% in April, +0.42% in May and +1.32% in June.
Then came a pause. July fell 0.35% and August fell 0.32%, taking the rate down to UAH 44.4553 on 2 September. September reversed that with +0.70%, and the first half of October added only 0.06%. ICU labels the regime "managed and slow devaluation", with monthly moves that rarely exceed 1.0–1.5%.

In the August round run by the Centre for Economic Strategy, the individual end-2026 answers were Concorde Capital 46.0, Dragon Capital 46.0, ICU 45.8, IER with the German Economic Team 45.6, the Kyiv School of Economics 46.3 and the Vienna Institute for International Economic Studies 46.0.
How much the consensus has moved
Six months before that survey, the same exercise produced a range of UAH 43.0–44.9 — a full step below today's cluster. In October 2025 ICU expected UAH 42.4 at the end of 2025, almost exactly right against the actual 42.3878, and UAH 44.5 at the end of 2026; that figure is now 45.8.
Budget assumptions move differently. The 2026 budget was built on an average of UAH 45.7, while the realised average is about 44.12. A budget rate underpins revenue arithmetic rather than a market call, which is why it can sit far from the outcome without being wrong in its own terms.
The variables that decide the path
Reserves are the first. They fell 18% in the first nine months of 2026, to $47.1 billion, according to ICU, which expects at least $22 billion of budget support by year-end to lift them towards roughly $60 billion. External money for 2027 is the second: pledges amount to no more than $25 billion against a need of over $50 billion on ICU's estimate.
Trade pulls in the same direction — goods exports fell 19% year on year in August while imports rose 23%. Consumer prices rose 10.0% year on year in September, the key rate stands at 16%, and ICU expects a move to 16.5% on 29 October. ICU also warns that an unresolved 2028 financing gap would force faster devaluation in the second half of 2027.
Arithmetic for households and savers
Converting and converting back at bank cash prices of 44.70 and 45.19 costs about 1.1%; the cash market pair of 45.00 and 45.15 costs about 0.3%. The 12-month UIRD index for hryvnia deposits is 14.09%, or 10.85% after the 23% tax on interest, against 1.13% on dollar deposits, or 0.87% after tax.
In practice, UAH 100,000 placed in hryvnia becomes about UAH 110,850 in a year, while the same sum converted at 45.19 and placed in dollars becomes $2,232.13. The two outcomes break even near UAH 49.7 per dollar in October 2027 — above ICU's 49.2 for that date. Military bonds maturing in September 2027 sold at 15.16–15.18% in September, with no tax on the income.
Reading the two horizons
From 44.8871 on 17 October, ICU's 45.8 implies a gain of about 2% in ten weeks, while the top of the published range, 46.3, would require a faster move. A sustained rate above the 45.0802 record of 14 October would make that upper bound more credible.
For 2027 the step from 45.8 to 49.2 is a further rise of about 7.4%. Analyst Ruslan Averin notes that the published numbers argue for keeping the core of hryvnia savings in instruments yielding above inflation, while holding a dollar share against the very risk ICU names: an acceleration if external financing for 2028 fails to materialise. The NBU, which targets inflation of 5%, publishes no rate forecast at all; its next decision and updated macro outlook are due on 29 October 2026.
