Donor cash routed through a state machine
The headline figure of Ukraine's "Winter Support" for 2026/27 is UAH 19,400, but the more revealing detail is where it originates. Cabinet of Ministers Resolution No. 1084 of 3 September 2026 sets the rules, the Ministry of Social Policy and the Pension Fund of Ukraine administer them, yet the money itself comes from humanitarian organisations rather than the state budget.
Two separate procedures share the load. The first channels funds from UNICEF and the Ukrainian Red Cross Society through the ministry's humanitarian account at the National Bank; the resolution allocates UAH 2.24 billion from that account, enough for roughly 115,600 payments, with the Pension Fund issuing decisions and transfers. The second lets the UN Refugee Agency and other organisations pay directly, "within available funding".
That split matters for expectations. More than 380,000 households, home to about 1 million people, can qualify, and the full programme is costed at more than UAH 7.4 billion. Procedure 1 therefore covers under a third of the potential pool; everyone else depends on donor budgets that are not guaranteed in advance.
Geography decides first, status second
Eligibility starts with the map. Designated communities in Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Sumy, Kharkiv, Kherson and Chernihiv regions appear in two lists: 0–20 kilometres from the front line, and 20–50 kilometres. Territories occupied on the date the application is filed are excluded outright.
Residence in a listed community is necessary but not sufficient. A household member must receive one of the qualifying payments: a disability pension; a housing subsidy for utilities or for liquefied gas and solid or liquid stove fuel; child assistance for single mothers, birth assistance or assistance for children in large families; state social assistance for people disabled since childhood, for children with disabilities, for people without pension rights, or the care allowance; the care supplement for people with group I disability and certain single pensioners; the IDP living allowance; or payments for orphans in family-type children's homes, foster families and patronage families.
A second route exists for people with a disability, single non-working people of pension age and large families receiving none of the above. They need documentary proof: a medical commission certificate issued before 1 January 2025, a medical conclusion for a child under 18, a large-family certificate, or an inspection report confirming solitary residence. Entitlement follows actual residence on the application date, not property ownership, and for internally displaced persons the address in the IDP certificate counts. Evacuating after filing does not void the claim.
Where and how the form is lodged
There is no digital path. One adult household member or a legal representative applies in person, and the office depends on the list. Households in the 0–20 kilometre zone may use a Pension Fund service centre, a CNAP administrative services centre, or the executive body of the local council or military administration, with payment to an IBAN account or in cash through Ukrposhta.
Households in the 20–50 kilometre band apply only at the local council or military administration, on a paper form, and receive money to an IBAN account or by Western Union transfer. Applicants bring a passport or ID card and taxpayer number for themselves and every resident household member, benefit certificates, proof of residence and, where relevant, disability or large-family documents.
Where security demands it, applications may be collected in shelters or via housing associations, and social services assist people with limited mobility. One application per household suffices. The Pension Fund hotline is 0 800 503 753, option "8", and the minister has warned against handing personal or banking details to third parties.
Three dates that structure the season
The window opened on 1 September 2026 and closes on Friday 30 October 2026. By early October residents of Chernihiv alone had filed about 15,500 applications, with local officials expecting roughly the same volume again before the cut-off.
Under procedure 1, 4 November 2026 is the latest date for the Pension Fund to notify an applicant that registry data errors are blocking payment; the applicant then has five working days to supply documents. Payments under that procedure must be completed by 30 November 2026. Procedure 2 carries no fixed date: households matching the most categories are served first, the rest only if funding permits.
In Chernihiv, which sits on the second list, the head of the city's social policy department told Suspilne that applicants will learn the outcome when the money lands, by SMS or email from the international organisations, and that transfers may run through the heating season. The ministry reported the first UAH 27.6 million on 30 September, sent to 1,424 households in the 0–20 kilometre zone. The sum is not taxable income and, per the ministry, is not treated as household income when a housing subsidy is calculated.
The purchasing power of a single transfer
At the National Bank's official rate of 44.95 hryvnias per dollar for 13 October, UAH 19,400 equals about $432. The ministry suggests fuel, warm clothing, blankets, power banks and utility bills as uses.
| Item | Price | What UAH 19,400 covers |
|---|---|---|
| Natural gas (Naftogaz household) | UAH 7.96 per cubic metre | 2,437 cubic metres before distribution charges |
| Electricity (standard tariff) | UAH 4.32 per kWh | 4,491 kWh |
| Electricity (registered electric heating, up to 2,000 kWh monthly, October–April) | UAH 2.64 per kWh | 7,348 kWh |
| A-95 petrol, 12 October | UAH 89.36 per litre | 217 litres |
| Diesel, 12 October | UAH 98.68 per litre | 197 litres |
| EcoFlow River 3 UPS, 245 Wh, Rozetka 13 October | UAH 15,999 | Full unit, UAH 3,401 remaining |
| EcoFlow River 3 Max Plus, 858 Wh, Rozetka 13 October | UAH 29,149 | About two-thirds of the price |
Fuel prices come from the A-95 Consulting Group via Minfin. A house burning 250 cubic metres in a cold month pays UAH 1,990 for the gas commodity alone, so the transfer covers almost ten such months.
A different design from last winter
The 2025/26 package worked on the opposite logic. The state paid UAH 6,500 per eligible child or person — children in low-income families, under guardianship or in foster care, IDP children, IDPs with group I disability and single pensioners receiving a care supplement. Applications ran until 17 December 2025 through Diia or the Pension Fund, funds landed on a special-purpose account and had to be spent within 180 days on clothing, footwear, medicine and similar items. A separate UAH 1,000 went to every citizen applying by 24 December 2025.
The contrast is sharp. A low-income family with two children collected 2 × UAH 6,500 = UAH 13,000 of restricted money last winter. This season a qualifying frontline household of any size receives UAH 19,400 in unrestricted cash — larger, per household rather than per person, geographically narrow, donor-funded and claimable only face to face.
Sequencing the decision
In the view of analyst Ruslan Averin, the practical order is to file before 30 October, verify that the IBAN and phone number on the form are accurate, and only afterwards debate spending. A modest battery that keeps a router, phones and lighting alive through an outage usually delivers more than a marginally smaller gas bill, yet in a gas-heated home an entire winter of the commodity costs less than one mid-size station. Last winter's own invoices remain the most reliable guide.
